Ports Authority of the Turks and Caicos Islands Strategic Plan

The Board of Directors of the Ports Authority of the Turks and Caicos Islands (PATCI) at meeting #2-14 held on March 23rd, approved the new strategic plan for the period 2022-2025. Also, at its 21st meeting held on Friday 8 July 2022, The Turks and Caicos Islands Cabinet approved the Ports Authority’s strategic plan. The strategic plan outlines a Results Framework of strategic goals/objectives, results and support activities which would form the basis of PATCI’s work plans during the next three years. The Plan also includes sections on risks and mitigation, resources, monitoring, reporting, evaluation and learning.


Strategic Objectives of the plan, include:


1. Secure Ports to ensure ports comply with international security conventions and codes to protect the reputation of the Turks and Caicos Islands.

2. Safe Ports to entrench safety culture by enhancing the safety of port workers and visitors to the port.

3. Resilient Ports aimed to develop port infrastructure based on sound economic and technical appraisals.

4. Sustainable Ports to develop sustainable financial and Human Resource Management frameworks.

5. Effective Partnerships to collaborate with stakeholders to increase awareness of the importance of the maritime sector.




Climate change considerations will be addressed by adopting a “green port” initiative that would focus on investing and encouraging environmentally sustainable operations and developing pragmatic green port solutions.


The Plan takes into consideration the dynamics of security and changing security trends. Security plans and training and capacity building initiatives will be reviewed to develop competencies for the new security environment. PACTI also plan to collaborate with stakeholders and introduce work plans which support achievement of national security and biosecurity objectives.


The Plan also focuses on environmental safety. Recent gains in the area of safety such as the establishment of the Safety Division and approval of several safety plans, would be leveraged towards greater compliance with port related maritime conventions and codes.

PATCI is developing a very positive brand identity through its Community Outreach Program, social media presence and publications. These public awareness initiatives will be consolidated and PATCI will seek to promote new business opportunities through collaboration with the public and private sector to benefit consumers in the Turks and Caicos Islands.


The preparation of the Plan allowed the Ports Authority to address its current state, where it wants to be and the road map to obtain the desired results. The Ports Authority stands firm on its mission to provide the most efficient maritime transportation facilities to the people and businesses of the TCI. The Strategic Plan is all about delivering results and the Ports Authority is committed to delivering on the commitments made in the Plan.

The Ports Authority of the Turks and Caicos Islands (PATCI) is a government statutory body established in 2008 which is responsible for the safe and secure management of the ports in the Turks and Caicos Islands. PATCI is currently positioned under the Ministry of Immigration and Border Services. PATCI’s mission is to be a financially self-sustaining public service that provides the most efficient maritime transportation facilities to the people and businesses of the Turks and Caicos Islands.
